Did you put on the extra sweetened condensed milk on top of the rolls before or after the topping?

Making these today and praying they are as amazing as the ones from my local Brazilian bakery. I hope I bake them long enough and not too long. There's no bake time in the recipe. It would also be helpful to know how long to knead them by hand or with a kitchenaid. I will let you know how it goes
